Charleston County is not one rulebook. The county lists 16 incorporated cities and towns, each with its own town or city hall. The county’s zoning ordinance applies only to unincorporated property.⁠1

The City of Charleston covers downtown, West Ashley, and parts of James Island and Johns Island.⁠2 North Charleston is its own city, and a large part of it sits in Dorchester County.⁠3 A lot on James Island can be in the Town of James Island, the City of Charleston, or unincorporated county.⁠4 West Ashley, Johns Island and James Island have unincorporated pockets that touch city limits but are still under county jurisdiction.⁠5 Some properties touching Mount Pleasant town limits are still unincorporated too.⁠6 Know which government has your lot before you book.

Street or driveway

Driveway: usually no permit. Here is what a driveway drop takes.

County road. Charleston County Public Works issues encroachment permits for “an encroachment in a public right-of-way or easement.” The application fee is $35.00, and a Public Works representative will contact you within 72 hours of receiving the request. Public Works: (843) 202-7600.⁠7 Call before delivery.

Non-Standard county road. On County Non-Standard Roads (former community roads), the county FAQ says the minimum right-of-way is, in general, the width of the traveled way plus 5 feet on either side of the road.⁠7

State road. SCDOT. Its encroachment permit carries no fee.⁠8 SCDOT numbers Charleston as county 10, so a road marked S-10-xxx is a state secondary road here.⁠9 SCDOT points you to its free Street Finder at ris.scdot.org.⁠10 Charleston maintenance office: (843) 740-1655.⁠11

Town street. Inside town or city limits, check with the town. On Sullivan’s Island, the Contractor’s Ordinance (Section 5-12) puts construction dumpsters on the building site. The SCDOT right-of-way there is for parking vehicles only, and any other use needs written approval in advance from SCDOT and the Town. Delivery and pickup must fall inside construction hours: Mon-Fri 8am-6pm, Sat 10am-4pm. No work on Sundays or listed holidays.⁠12

An HOA or POA can add its own rules. Ask yours before you book.

What pickup and drop-off will not take

Charleston County Environmental Management does not collect garbage. Your town, city or public service district runs pickup, so check with yours.⁠13

The county’s staffed convenience centers take a short list of household C&D from residents: drywall, carpet, insulation, and wood or lumber under 4 feet. No shingles. No bricks, cement or stucco. No commercial C&D. The Signal Point Road center takes no C&D at all.⁠14

Paying someone with a trailer instead? Bees Ferry, the county-run landfill, does not accept C&D from private or commercial haulers.⁠15

On Kiawah Island, the Town’s curbside yard-debris service covers routine landscaping only. Spring and fall cleanings and lot clearing are left to property owners.⁠16

On your driveway, usually not. On a county road, Charleston County Public Works issues encroachment permits for the public right-of-way, with a $35.00 application fee, so call (843) 202-7600 before delivery. State roads go to SCDOT, which charges no fee, and inside town or city limits you check with the town too.
