Street or driveway

Driveway first. Usually no permit, but mind the apron. Town Code Sec. 30-182(a) counts driveway aprons as right-of-way, along with streets, sidewalks, curbs and gutters.⁠³ Setup is in the dumpster in your driveway guide.

Town street: ask first. Sec. 24-1 bars anyone from placing any obstruction in the Town’s streets or rights-of-way.⁠⁴ Sec. 30-182(c) requires an encroachment permit from the Town Engineering Department for any activity in a right-of-way that affects it.⁠³ The Engineering Fee Schedule, revised July 1, 2026, sets a $25 fee for encroachment within a Town-maintained road right-of-way.⁠⁵ The line does not name dumpsters, so confirm it applies. Applications go through the Town’s CitizenServe portal, and the Town’s listed number is 843-871-6000.⁠⁶

State road inside Town limits: Sec. 30-188 requires a Town encroachment permit on top of the SCDOT permit for work on SCDOT-maintained roads.⁠⁷ SCDOT’s free Street Finder at ris.scdot.org tells you if your road is state-maintained.⁠⁸ In SCDOT numbering, Dorchester is county 18 and Berkeley is county 8, so S-18 marks a state secondary road in Dorchester County and S-8 one in Berkeley.⁠⁹ On arterial streets, Sec. 30-185 bars right-of-way work from 7:00 to 8:30 a.m. and 4:30 to 6:00 p.m. on weekdays.⁠¹⁰ Ask whether a drop or pickup counts.

County road: ask the county. A Dorchester County encroachment permit is for work in the County right-of-way, and Public Works is at (843) 832-0070.⁠¹¹ Berkeley County Code Sec. 56-4 requires a Roads and Bridges encroachment permit before anything is installed in a county-maintained right-of-way.⁠¹²

What Town pickup will not take

Town Code Sec. 12-99: the Town does not pick up construction debris, and contractors must dispose of wall-to-wall carpet they remove.⁠¹³ Bulk pickup for Town residents runs monthly, in the 2nd and 3rd full weeks, and does not collect combustible materials, concrete, electronics, paint, sand, televisions, tree stumps or tires.⁠¹⁴ Yard debris piles with construction debris in them do not get picked up.⁠¹⁵

Electronics: state law bars consumers from putting computers, monitors, printers and TVs in landfill-bound waste.⁠¹⁶ Check what you can put in a dumpster before you load.

Hauling it yourself? Dorchester County takes homeowner C&D debris at only five convenience sites, Old Fort (Oakbrook) and Bucks (Knightsville) among them, and contractors may not dump there.⁠¹⁷ Nothing bigger than a 3/4-ton pickup, no trailer bigger than single-axle, no pickup-and-trailer loads.⁠¹⁸ The sites take Dorchester County residential waste only and may ask for proof of residency.⁠¹⁹
