Street or driveway

Driveway first. Driveway placement usually needs no permit. Setup is in the dumpster in your driveway guide.

The street is different. The city runs its own garbage pickup, but almost all streets within city limits are maintained by Berkeley County or SCDOT.1 The city’s Master Fee Schedule, effective January 1, 2026, has no line item for a right-of-way, encroachment, street-obstruction or dumpster permit.2 Goose Creek Code Sec. 93.147(E) declares obstructions of streets, alleys, sidewalks or crosswalks public nuisances unless an ordinance permits them.3

So find out who maintains your road. The city points residents to SCDOT’s Street Finder to tell county roads from state roads, and it lists Berkeley County Roads and Bridges at (843) 719-4129. Its road page does not describe a permit for a dumpster in the street, so check with the city and the road owner first.4 Street Finder is free at ris.scdot.org.5 SCDOT secondary road numbers combine the county number and a road number, and Berkeley is county 8, so a route marked S-8 followed by a road number is a state secondary road in Berkeley County.6

  • County road. Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in a county-maintained right-of-way or easement.7 Ask Roads and Bridges whether a dumpster counts.
  • State road. SCDOT handles encroachment permits for SCDOT-maintained right-of-way through its EPPS Next online system.4 SCDOT charges no fee for the permit.8

Street placement may need a permit. If it does, you get it. Full breakdown on the Goose Creek dumpster permit page.

What city pickup will not take

Goose Creek sanitation does not collect construction debris generated by contractors. Contractors working at a home or business must remove their waste by the end of each work week.9 Goose Creek Code Sec. 93.076 excludes shingles, bricks, concrete, rocks and similar materials from city collection, at the owner’s expense.10 The city also will not collect asphalt, concrete blocks, dirt, compost, mulch, tires, or large auto parts.11

Bulky items get picked up on your regular trash day, but only if you schedule before 7:00 AM that day. Sheds, garage doors and trailers must be taken apart into sections no longer than 4 feet.12

The city says computers, monitors, TVs and printers must go to the Berkeley County Convenience Center on Oakley Road in Moncks Corner.13 Berkeley County’s staffed centers serve county residents only, and staff check ID.14 Check what you can put in a dumpster before you load.

Carnes Crossroads

How it works

Infill. Exfill. Landfill.

  1. 01 Infill

We drop it. You load it.

Call or text the address, what you are tossing, and the day. Same day in most cases. Trae, a veteran, sets it on free driveway boards. You get 7 days. Keep it level with the top rail.

  2. 02 Exfill

    We haul it out.

Call or text when it is full or your 7 days are up. We pull it and leave the driveway clear. Need more room? An extra haul is $300.

  3. 03 Landfill

    Weighed. Billed to the ticket.

It crosses a certified landfill scale. 2 tons are included. Past that, $85 per ton, prorated off the ticket. No guessing.
