Dorchester County is not one rulebook. The county includes the City of North Charleston and the towns of Summerville, Ridgeville, St. George, Harleyville, Reevesville and Lincolnville. St. George is the county seat.⁠1 About a quarter of North Charleston lives on the Dorchester side: 28,342 residents in the 2020 Census.⁠2 Summerville sits in southeastern Dorchester County, and its town boundary reaches into Berkeley and Charleston counties.⁠3 Around Ridgeville, land outside the town limits is unincorporated Dorchester County until it is annexed.⁠4 Know which government has your lot before you book.

Street or driveway

Driveway placement usually needs no permit. The Dorchester County catch is Summerville: Town Code Sec. 30-182(a) counts driveway aprons as right-of-way.⁠5 Keep the box off the apron, or ask the Town first. More on what a driveway drop takes.

County road. Dorchester County’s encroachment permit covers work in the County right-of-way or easements. Permits run 12 months, and the County must be notified 24 hours before work starts.⁠6 County Code Sec. 38-21 limits encroachment permits for construction over, under or across county streets and property to a public purpose, convenience or necessity, or utility provision.⁠7 Call Public Works at (843) 832-0070, 8:00 AM to 4:30 PM, Monday through Friday, before the box goes on a county road.⁠8

State road. SCDOT. Its encroachment permit carries no fee.⁠9 SCDOT secondary road numbers carry the county number, and Dorchester’s is 18.⁠10 The county’s Ridgeville/Givhans growth plan lists Highway 78, 61 and 27, Carter Road, Ridge Road and 17-A as the area’s main roads, all owned and maintained by SCDOT.⁠11 Not sure about yours? Town street. In Summerville, Sec. 30-182(c) requires a Town Engineering encroachment permit for any activity in a right-of-way that affects it.⁠5 On an SCDOT road inside the Town, Sec. 30-188 requires the Town permit on top of SCDOT’s.⁠14 Inside any other town, call that town first.

What the county sites will not take

Five county convenience sites take homeowner C&D debris: Old Fort (Oakbrook), St. George (Hwy 78), Sandy Pines, Bucks (Knightsville) and Givhans. Contractors and businesses may not dump there.⁠15 Break that rule and it is a misdemeanor: a fine up to $500 and/or 30 days.⁠16

Homeowners hit limits too. No vehicle bigger than a 3/4-ton pickup. No trailer bigger than single-axle. No pickup-and-trailer combos.⁠17 Dorchester County residential waste only, proof of residency may be asked for, and the sites close Wednesdays and Sundays.⁠18 Limbs over 4 feet, stumps, and contractor yard debris are turned away.⁠19

Town pickup will not bail you out. Summerville does not pick up construction debris.⁠20 North Charleston does not collect roofing shingles or trash from contractors.⁠21

Do I need a permit for a dumpster in Dorchester County?

On your driveway, usually not, but in Summerville, Town Code counts the driveway apron as right-of-way. On a county road, call Dorchester County Public Works at (843) 832-0070 before delivery; on a state road, SCDOT handles the encroachment permit and charges no fee. When a permit is needed, you get it, not us.

For yard debris that misses those rules, the county points residents to the Carolina Waste Landfill, 355 Harrison Rd, Dorchester, for a fee.
