Berkeley County is not one rulebook. Goose Creek runs its own garbage pickup.⁠1 So does Hanahan.⁠2 So does Moncks Corner, the county seat.⁠3 Daniel Island is part of the City of Charleston.⁠4 In the Cainhoy area, some properties are inside the City of Charleston and some are still unincorporated county. Confirm which government has your lot before you book.⁠5 Summerville is a Dorchester County town, but parts of it extend into Berkeley County.⁠6 Ladson has no town government, and most of it is in Berkeley County.⁠7

Street or driveway

Driveway first: usually no permit. Here is what a driveway drop takes.

County road. Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in a county-maintained right-of-way or easement. The code’s list of covered encroachments is not exhaustive.⁠8 The county’s permit form never names dumpsters or roll-offs. Call Roads and Bridges at (843) 719-4129 and ask before delivery.⁠9

State road. SCDOT. Its encroachment permit carries no fee.⁠10 SCDOT numbers Berkeley as county 8, so a road marked S-8-xxx is a state secondary road here.⁠11 Not sure? SCDOT points you to its free Street Finder at ris.scdot.org.⁠12 Its Berkeley maintenance office is (843) 761-8481, 438 Highway 52 North, Moncks Corner.⁠13

Town street. Inside town limits, the town has its own code. In Goose Creek, almost all streets are maintained by Berkeley County or SCDOT,⁠1 and City Code Sec. 93.147(E) declares street obstructions public nuisances unless an ordinance permits them.⁠14 Hanahan Code Sec. 26-64 bars interfering with the free use of a public street without prior written consent from city council.⁠15 Moncks Corner Code Sec. 32-4 bars leaving a box, crate or other obstruction on a town street at night. The section has no permit exception.⁠16

The half-ton cap

Berkeley County runs staffed convenience centers, including Huger, Pineville, Jamestown, Cordesville, Bonneau, Cross, Oakley Road in Moncks Corner and Luken Road in Hanahan. County residents only. Staff check ID.⁠17 They take residential waste, a half ton at most: about one pickup load or one 12-foot double-axle trailer load. Commercial waste is not accepted there. The Berkeley County Landfill takes it.⁠18

A roll-off includes 2 tons of disposal.

HOA and POA rules

A driveway spot still has rules. The Del Webb at Cane Bay Design Guidelines, revised September 2022, have no dumpster-specific rule. They do ban placing or storing equipment or goods on the Common Area, and storing visible items not in active use on a lot.⁠19 On Daniel Island, a May 2025 POA notice says a dumpster in use must be kept in the driveway or the unit’s designated parking area, and should stay covered when not in use.⁠20 Ask your HOA or POA before you book.

Town pickup draws hard lines.

  • Roof tear-offs. Goose Creek Code Sec. 93.076 keeps shingles, bricks, concrete and rocks out of city collection.⁠21
  • Remodels. Hanahan’s bulk pickup takes no building materials such as lumber, cabinets, roofing or flooring.⁠22
  • Concrete and dirt. Moncks Corner will not collect concrete, asphalt or dirt, among other things. Contractors there haul off their own waste.⁠23
  • Cleanouts. Past a half ton, the convenience center is out.
