Street or driveway

Driveway first. A dumpster on your driveway or other private property usually needs no permit. Setup: dumpster in your driveway.

The street takes a phone call. The Town’s FAQ splits roads in Mount Pleasant into Town-owned, state-owned (SCDOT) and Charleston County roads, with a different contact for each.⁠² The road’s owner is who you ask.

For a Town street, the Town’s FAQ sends encroachment permit questions to Dan Landers, Senior Roadway Inspector, at 843-856-3080.⁠³ The Town’s fee schedule lists a $40 Encroachment Permit covering right-of-way and drainage easements.⁠⁴ No Town page we verified names dumpsters. State road? SCDOT’s encroachment permit is a request for permission to work in SCDOT-maintained right-of-way. SCDOT charges no fee for it.⁠⁵

What Town pickup will not take

Two Town-issued rollcarts per property. That is the cap. The Town says customers who need more should contract out their dumpster services, and it says to keep landscape and construction materials out of the carts.⁠⁶

Curbside has a no list. Town trash pickup will not take contractor-generated debris from construction, demolition, remodeling or landscaping. It does not collect bricks, concrete or tree stumps.⁠⁷

That overflow is what the roll-off is for. It sits on your driveway for 7 days while you fill it.

HOA, POA and historic district rules

• Dunes West. The ARB Standards require a construction dumpster at each home site during construction, at least 20 feet from the roadway, and strictly prohibit one in the roadway or on adjacent properties.⁠⁸ The 2022 Demolition Standard bars leaving a dumpster on the street overnight and requires it removed within one week after demolition is complete.⁠⁹
• I’On. Construction site rules bar placing, storing or staging materials and equipment in a street, service-lane right-of-way or sidewalk, and say dumpster pick-ups should be staged from the rear of lots.⁠¹⁰ I’On’s construction hours are 7:30am to 6:00pm Monday through Friday, 8:30am to 4:00pm Saturday and 1:00pm to 4:00pm Sunday. All deliveries must fall inside those hours.⁠¹¹
• Old Village. In the Town’s Old Village Historic District, any demolition, construction or exterior alteration needs Historic District Preservation Commission approval before work starts.⁠¹² Approval first. Then the dumpster.
