West Ashley is a section of Charleston, not a separate town. The land west of the Ashley includes land inside the City of Charleston, land in unincorporated Charleston County, and land in the St. Andrews Public Service District.⁠1 The city’s own plan calls the lines intermingled, a checkerboard, so neighboring properties can fall under different jurisdictions.⁠2 Many unincorporated pockets touch city limits but stay under Charleston County jurisdiction.⁠3 Your parcel decides who you call. Check it first.

Street or driveway

City of Charleston parcels. City code bars a dumpster from the right-of-way if it can be sited on private property.⁠4 On a street, sidewalk, parkway, or alley, it needs a dumpster permit from the Department of Traffic and Transportation before it goes down.⁠5 T&T Permits: 843-724-7378.⁠6 Apply through the City’s Customer Service portal and allow up to two weeks.⁠7 Under the 2021 fee schedule, a non-metered space runs an $18.50 review fee, a $17.50 daily inspection fee, and $10.00 per day for the dumpster.⁠8 Steps: City of Charleston dumpster permits.

County pockets. On a county road in an unincorporated pocket, Charleston County Public Works takes the encroachment request. A representative contacts you within 72 hours and collects a $35.00 application fee. Main line: (843) 202-7600. Savannah Highway and Ashley River Road. Plan West Ashley calls Savannah Highway (US 17) and Ashley River Road (SC 61) SCDOT principal arterials. SCDOT requires an encroachment permit for work in SCDOT-maintained right-of-way and charges no fee for it.⁠6 A container on Savannah Highway may need SCDOT approval on top of any city permit.⁠9

The permit is yours to get. We do not apply for it. A City application needs the dumpster owner’s contact details and signature as well as yours, so call us before you file.⁠10

What West Ashley trash pickup will not take

Inside city limits. Under City Ordinance Sec. 14-51, the City will not collect bricks, lumber, mortar, plaster, roofing, guttering, or tree debris made by a hired contractor or builder. Do the work yourself and it takes construction or renovation refuse only up to 90 gallons per collection cycle.⁠11

St. Andrews PSD areas. Contractor and builder debris is on the contractor, owner, or tenant to remove. The district does not collect it.⁠12

County parcels. Do not count on the county. Charleston County Environmental Management does not collect trash, bulk waste, or yard waste. Its 2026 newsletter says municipalities and Public Service Districts handle those services, and it lists St. Andrews PSD at (843) 556-6310.⁠13

Inside the city or in St. Andrews PSD, a hired crew’s tear-off does not go to the curb. That is the roll-off’s job.
