Johns Island answers to two governments. Some parcels are inside City of Charleston limits. Others are unincorporated Charleston County, and which one you are in decides who handles a permit.1 Charleston County set an Urban Growth Boundary in 1999. The City’s 2007 Johns Island plan says it protects rural and agricultural land and steers suburban growth to the parts of the island already urbanizing.2 Inside that line, the plan counted about 3,873 parcels. Of those, 2,413 were in the City. The rest were unincorporated county.3 The island also has unincorporated pockets that touch city limits but stay under county jurisdiction.4 Check your own parcel before you plan street placement.

Kiawah Island and Seabrook Island are separate towns. This page does not cover their rules.5

Street or driveway

Driveway first. Driveway placement usually needs no permit. Setup tips: dumpster in your driveway.

Inside City of Charleston limits. A dumpster may not go in the right-of-way if it can sit on private property.6 If it has to go on a street, sidewalk, or alley, you need a dumpster permit from the Department of Traffic and Transportation first.7 T&T Permits: 843-724-7378, Monday to Friday 8:30am to 5pm.8 In a non-metered space, the 2021 fee schedule charges an $18.50 review fee, a $17.50 daily inspection fee, and $10.00 per day for the dumpster.9 Apply through the City’s Customer Service portal and allow up to two weeks.10 Steps: City of Charleston dumpster permits.

Unincorporated Charleston County. Send the encroachment request to Charleston County Public Works. A representative contacts you within 72 hours to coordinate the $35.00 application fee.11 Main line: (843) 202-7600.12 Steps: Charleston County dumpster permits.

State roads. SCDOT charges no fee for an encroachment permit in SCDOT-maintained right-of-way.13 To check your road, SCDOT points you to its Street Finder at ris.scdot.org or 1-855-GO-SCDOT.14 A route marked S-10-xxx is a state secondary road in Charleston County.15

The permit is yours to get. We do not apply for it. A City application needs the dumpster owner’s contact details and signature as well as yours, so call us before you file.16

What trash pickup will not take on Johns Island

Inside city limits, City trash service does not collect debris from a hired contractor or builder.17 Under City Ordinance Sec. 14-51, that covers bricks, lumber, mortar, plaster, roofing, guttering, and tree debris.18 Refuse from your own construction or renovation work, as owner or resident, is capped at 90 gallons per trash collection cycle.18 The City’s routine single-family pickup also lists concrete, dirt, sod, sand, plaster, and carpet as unacceptable.19

On an unincorporated address, do not count on the county. Charleston County Environmental Management does not collect trash, bulk waste, or yard waste. Municipalities and Public Service Districts do, so confirm who your hauler is.20

Jobs we haul on Johns Island

Each one lines up with something City pickup will not take.

  • Roof tear-offs. The City will not collect roofing from a hired contractor.18 Shingles are heavy. Tell us the squares and the layers.
  • Remodels. Carpet and plaster are unacceptable in routine City pickup.19
  • Yard waste. The City will not collect tree debris from a hired contractor.18
  • Concrete and dirt. Both are on the City’s unacceptable list.19

Nothing higher than the top rail. Heavy material like shingles, concrete, or dirt may need a reduced fill. Not sure about the pile? Text a photo. What stays out is on what can go in a dumpster.

Johns Island questions

Do I need a permit for a dumpster on Johns Island?

On your driveway, usually not. Inside City of Charleston limits, a dumpster on a street, sidewalk or other right-of-way needs a City dumpster permit from T&T Permits (843-724-7378) before it goes down. On an unincorporated address, call Charleston County Public Works at (843) 202-7600, which collects a $35.00 application fee for an encroachment permit.

How much is a dumpster rental on Johns Island?

$499 flat for a 15-yard roll-off: delivery, 7 days, up to 2 tons of disposal, and pickup. Over 2 tons, it is $85 per ton, prorated by certified scale weight. Extra days are $10 per day.

Is my Johns Island address in the city or the county?

It depends on the parcel. Johns Island falls under both the City of Charleston and Charleston County, and the City's 2007 plan counted 2,413 of about 3,873 parcels inside the Urban Growth Boundary as City parcels. Check your parcel first: City streets go to T&T Permits at 843-724-7378, unincorporated addresses to Charleston County Public Works at (843) 202-7600.

Will trash pickup take my remodel debris on Johns Island?

Inside city limits, not if a hired contractor or builder made it. The City will not collect contractor bricks, lumber, roofing or tree debris, and it takes construction or renovation refuse from an owner or resident only up to 90 gallons per collection cycle. Charleston County Environmental Management does not collect trash, bulk waste or yard waste, so on an unincorporated address, confirm who your hauler is.

How it works

Infill. Exfill. Landfill.

  1. 01 Infill

We drop it. You load it.

Call or text the address, what you are tossing, and the day. Same day in most cases. Trae, a veteran, sets it on free driveway boards. You get 7 days. Keep it level with the top rail.

  2. 02 Exfill

    We haul it out.

Call or text when it is full or your 7 days are up. We pull it and leave the driveway clear. Need more room? An extra haul is $300.

  3. 03 Landfill

    Weighed. Billed to the ticket.

It crosses a certified landfill scale. 2 tons are included. Past that, $85 per ton, prorated off the ticket. No guessing.
