Dumpster permits in Berkeley County
Driveway: usually no permit. County road: Berkeley County Roads and Bridges. State road: SCDOT. Town street: the town.
Mon-Fri 6am-5pm, Sat 7am-12pmA dumpster on your driveway in Berkeley County usually needs no permit. On a county-maintained road, Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in the right-of-way or easement.1
The code’s list of regulated encroachments is non-exhaustive and includes temporary access points.1 Before a dumpster goes on a county road, ask the Department whether it needs that permit.
Street placement may need a permit. When it does, you get it. We do not apply for permits on your behalf.
Skip the permit
Put it on your driveway. Driveway placement usually needs no permit. The driveway dumpster guide covers HOA checks, the surface, and clearing the spot.
Check the HOA first
No permit on the driveway does not mean no rules. Your HOA or POA guidelines still apply.
One example. The Del Webb at Cane Bay Design Guidelines, revised September 2022, have no dumpster-specific rule. They do ban placing or storing equipment or goods on the Common Area, and storing visible items not in active use on a lot.2
Ask your HOA or POA where a dumpster can sit and for how long. Get the answer before you book.

Who maintains the road decides the office.
- County road. Berkeley County Roads and Bridges, under Sec. 56-4.1
- State road. SCDOT. Its encroachment permit is a request for permission to work in SCDOT-maintained right-of-way.3 Berkeley is county 8 in SCDOT’s secondary road numbering, so a route marked S-8-xxx is a state secondary road in Berkeley County.4 See the SCDOT state road dumpster permit page.
- Town street. The town. See below.

Inside town limits
Goose Creek, Hanahan and Moncks Corner each have their own code on street obstructions. Start with the town.
- Goose Creek. City Code Sec. 93.147(E) declares obstructions of streets, alleys, sidewalks or crosswalks public nuisances unless an ordinance permits them.6 The City’s Master Fee Schedule, effective January 1, 2026, has no line item for a right-of-way, encroachment, street-obstruction or dumpster permit.7 Call the City first. Read the Goose Creek dumpster permit rules.
- Hanahan. City Code Sec. 26-64 makes it unlawful to interfere with the free use of any public street, sidewalk or alley without prior written consent from city council.8 Read the Hanahan dumpster permit rules.
- Moncks Corner. Town Code Sec. 32-4 makes it unlawful to leave articles on town streets or sidewalks for more than six hours, or to place a box, crate or other obstruction on a street or sidewalk and leave it there at night. The section has no permit exception.9 Read the Moncks Corner dumpster permit rules.
- Daniel Island. The Daniel Island POA says a dumpster in use must be kept in the driveway or the unit’s designated parking area, and should stay covered when not in use.10 The POA also says a dumpster in the street needs a City of Charleston Traffic & Transportation permit, and asks that the permit be shared with the POA and posted on the container.11
