Dumpster permits in Moncks Corner

Driveway: usually no permit. Town street: Town code bars obstructions left out at night, so call the Town first. State road: SCDOT. County road: Berkeley County.

Mon-Fri 6am-5pm, Sat 7am-12pm

On your driveway or other private property in Moncks Corner, a dumpster usually needs no permit. On a Town street, call the Town before you book: Moncks Corner Code Sec. 32-4 makes it unlawful to place a box, crate or other obstruction on a street or sidewalk and leave it there at night, and the section has no permit exception.1 On a state road, the dumpster permit question goes to SCDOT, whose encroachment permit covers work in SCDOT-maintained right-of-way.2 On a county-maintained road, it goes to Berkeley County Roads and Bridges.3

The code’s wording is “box, barrel, package, crate, bale or other obstruction.”1 Whether a roll-off counts is the Town’s call, not ours. A rental runs 7 days. On the street, that is a dumpster out every night. Get the Town’s answer before delivery.

Street placement may need a permit. When it does, you get it. We do not apply for permits on your behalf.

Skip the dumpster permit

Private property is the clean way out. Driveway, yard, lot. A dumpster there usually needs no permit, and it never touches the street.

Two checks. If you live under an HOA or POA, read its rules before delivery. And leave the truck a clear path in and out. The dumpster in your driveway guide covers the setup.

Not sure the pile fits? 15 cubic yards is 405 cubic feet. Text a photo of it to (843) 284-3707.

Who issues it

Who maintains the road decides who you ask. To find out whether a road is state-maintained, SCDOT points people to its free Street Finder at ris.scdot.org, or to its Customer Service Center at 1-855-GO-SCDOT, Monday to Friday, 8:30am to 5:00pm.4

  • Town street or sidewalk. Town of Moncks Corner. Ask about Sec. 32-4 by number.
  • State road. SCDOT. SCDOT secondary road numbers combine the county number and a road number, and Berkeley is 8, so a route marked S-8-xxx is a state secondary road in Berkeley County.5 If the state road is inside town limits, ask the Town whether Sec. 32-4 applies too. The SCDOT state road dumpster permit page covers the state side.
  • County road. Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in a county-maintained right-of-way or easement.3 See the Berkeley County dumpster permit page.

How to apply

You apply, not us.

  1. Town street: call before you file. Moncks Corner takes encroachment permit applications for its right-of-way or easements through an online form. Its listed types are Driveway, Fence, Pipe Drainage Easement, Landscape and Other.6 Dumpster is not on the list. Applicants must assume all liability and indemnify the Town.6 Filing under Other is not a yes. Ask the Town three things. Will it allow a dumpster on your street under Sec. 32-4? What does it cost? How long does it take?
  2. State road: meet, then apply online. SCDOT strongly encourages a preliminary meeting with County or District staff before you apply through EPPS Next.7 EPPS Classic logins do not carry over, so register a new EPPS Next account.8
  3. County road: call Roads and Bridges. Ask whether a dumpster at your address needs an encroachment permit under Sec. 56-4, what it costs, and how long it takes.
  4. Book delivery after the yes. Not before.

If any office wants insurance, a signature, or anything else from the dumpster owner, call or text (843) 284-3707 before you apply.

  • Berkeley County: not verified. Ask Roads and Bridges.

Our side: $499 flat for a 15-yard roll-off. Delivery, 7 days, up to 2 tons (4,000 lbs) of disposal, and pickup. Over 2 tons, it is $85 per ton, billed off the certified landfill scale ticket. Extra day: $10 per day. Additional haul: $300.

If the Town clears the street

Get the terms in writing. Follow every condition the Town or SCDOT sets. Then:

  • Six hours. Sec. 32-4 also makes it unlawful to leave articles on town streets or sidewalks for more than six hours.1 Ask how the Town’s terms handle that.
  • The shoulder counts. SC Code § 57-7-210 makes it unlawful to willfully place obstructions on any highway, and the whole right-of-way counts as highway, shoulders and parking areas included.9 Violations carry a fine of up to $100 per day, up to 30 days in jail, or both. The statute does not mention dumpsters or permits.9

Loading rules

  • Load to the top rail, no higher. Heavy materials may require reduced fill levels. All loads are weighed at the disposal facility and billed by certified scale weight.
  • Nothing prohibited. No hazardous waste. No liquids, oils, fuels, chemicals or solvents. No liquid or partially liquid paints, stains or sealants. No asbestos. No medical or biohazard waste. No propane tanks, aerosols or gas cylinders. No tires, batteries or automotive fluids. No refrigerators, freezers or appliances with refrigerants. No electronics unless we approve them first. Restricted materials need approval before delivery. The full list is in the prohibited and restricted materials policy. Prohibited material can get a load refused, and you pay cleanup and special disposal.

Questions we get

Do I need a permit for a dumpster in Moncks Corner?

On your driveway or other private property, usually not. On a Town street, call the Town first: Code Sec. 32-4 bars leaving a box, crate or other obstruction on a street or sidewalk at night, and it has no permit exception. State roads go through SCDOT.

Can a dumpster sit on a Moncks Corner street overnight?

Sec. 32-4 makes it unlawful to place a box, crate or other obstruction on a street or sidewalk and leave it there at night, and its only exception is for railroad right-of-way. Whether a roll-off counts is the Town's call, so ask before delivery or put it on your driveway.

How much is a dumpster permit in Moncks Corner?

We have not verified a Town of Moncks Corner fee, so ask the Town before you apply. The Town's encroachment permit page lists Community Development Director Justin Westbrook at 843-719-7913. On a state road, SCDOT charges no fee for its encroachment permit.

Is my Moncks Corner road a state road?

SCDOT points people to its free Street Finder at ris.scdot.org, or to 1-855-GO-SCDOT, Monday to Friday 8:30am to 5:00pm. Berkeley is county 8 in SCDOT's secondary road numbering, so a route marked S-8-xxx is a state secondary road in Berkeley County.

Will RO RO Rentals get the permit for me?

No. When a permit is required, getting it is on you, and we do not apply on your behalf. If the Town or SCDOT asks for anything from the dumpster owner, call or text (843) 284-3707 before you apply.
