Dumpster permits in Goose Creek

Driveway: usually no permit. City street: the City fee schedule lists no right-of-way or dumpster permit, so call the City first. State road: SCDOT, and the City too. County road: Berkeley County.

Mon-Fri 6am-5pm, Sat 7am-12pm

On your driveway in Goose Creek, a dumpster usually needs no permit. On a City street, call the City of Goose Creek before delivery: its Master Fee Schedule, effective January 1, 2026, has no line item for a right-of-way, encroachment, street-obstruction or dumpster permit.1 City Code Sec. 93.147(E) declares street obstructions public nuisances unless an ordinance permits them.2

No line item does not mean no permit. Our yard is in Goose Creek, and we still will not guess at the City’s process. Call first. Street placement may require a permit. When one is required, you get it. We do not apply for permits on your behalf.

Skip the permit

Keep it on your driveway. Driveway placement usually needs no permit.

Two checks. In an HOA or POA community, read its rules before delivery. And leave the truck a clear path in and out. The dumpster in your driveway guide covers the setup.

Who issues a dumpster permit in Goose Creek

Who maintains the road decides who you ask. To find out whether a road is state-maintained, SCDOT points people to its free Street Finder at ris.scdot.org, or to 1-855-GO-SCDOT, Monday to Friday, 8:30am to 5:00pm.3

  • City street. City of Goose Creek. Ask which office handles it.
  • State road. SCDOT. Its encroachment permit is a request for permission to work in SCDOT-maintained right-of-way.4 SCDOT secondary road numbers combine the county number and a road number, and on SCDOT’s county list Berkeley is 8.5 A road numbered S-8 followed by a road number is a state secondary road in Berkeley County. Inside city limits, call the City too. See the SCDOT state road dumpster permit page.
  • County road. Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in a county-maintained right-of-way or easement.6 Ask the Department whether a dumpster counts. See the Berkeley County dumpster permit page.

How to apply

You apply, not us.

  1. City street or county road: call first. Ask whether a dumpster at your address needs a permit, which office issues it, what it costs, and how long it takes. Write down who you talked to.
  2. State road: meet SCDOT first. SCDOT strongly encourages a preliminary meeting with County or District staff before you apply online through EPPS Next.7 EPPS Classic logins do not carry over, so register a new EPPS Next account.8
  3. Book delivery after the answer. Not before.

If any office wants insurance, a signature, or anything else from the dumpster owner, call or text (843) 284-3707 before you apply.

What a Goose Creek dumpster permit costs

  • City of Goose Creek: no fee listed. The 18-page Master Fee Schedule has no line item for a right-of-way, encroachment, street-obstruction or dumpster permit. It lists a $25.00 Temporary Use Permit under the Planning and Zoning Department, and nothing in the schedule ties it to dumpsters.1 Ask the City. Do not assume either way.
  • SCDOT: no fee. SCDOT charges no fee for its encroachment permit or its online permit system.4
  • Berkeley County: ask Roads and Bridges. We have not verified a fee.

Our side: $499 flat for a 15-yard roll-off. Delivery, 7 days, up to 2 tons (4,000 lbs) of disposal, and pickup. Over 2 tons, it is $85 per ton, billed off the certified landfill scale ticket.

Rules once it is on the street

Follow every condition on your permit. Beyond that:

  • Do not overstay. Under Sec. 93.147(E), a permitted obstruction kept an unreasonable time after its purpose is done is still a public nuisance.2 Job done, call for pickup. Extra days run $10 per day under the rental extension policy.
  • The shoulder counts. SC Code § 57-7-210 makes it unlawful to willfully place obstructions on any highway, and defines highway to include the whole right-of-way, including shoulders and parking areas. Violations carry a fine of up to $100 per day, up to 30 days in jail, or both. The statute does not mention dumpsters or permits.9
  • Load to the top rail, no higher. Heavy materials may require reduced fill levels.
  • Nothing prohibited. Hazardous waste, liquids, tires, batteries, appliances with refrigerants and the rest of the prohibited materials list stay out. Prohibited material can get a load refused, and you pay cleanup and special disposal.

What the City will not haul

Goose Creek Code Sec. 93.076 excludes shingles, bricks, concrete, rocks and similar materials from City collection, at the owner’s expense. Debris generated by a contractor must be removed by the contractor by the end of each work week.10 The City does not collect contractor-generated building and yard debris.11

That material is heavy. Here is how much fits inside the 4,000 lbs included:

  • Whole brick. SC DHEC’s conversion sheet lists whole brick at 3,024 lb per cubic yard.12 4,000 divided by 3,024 is about 1.3 cubic yards.
  • Loose scrap concrete. The same sheet lists it at 1,855 lb per cubic yard.13 4,000 divided by 1,855 is about 2.2 cubic yards.
  • Asphalt roofing. EPA’s 2016 table lists composition roofing and other asphalt roofing debris at 731 lb per cubic yard.14 4,000 divided by 731 is about 5.5 cubic yards.

The box holds 15 cubic yards, 405 cubic feet. Brick hits 2 tons at about 1.3 of those yards. Past 2 tons, it is $85 per ton. Text a photo of the pile to (843) 284-3707.

Carnes Crossroads

If your home is in Carnes Crossroads, its Design Guidelines add rules.

  • Dumpster or recycling service. The Guidelines require a dumpster or recycling service for every lot under construction and make the builder responsible for debris removal. Site-condition violations can bring a $200 fine per occurrence.15
  • Work hours. The Guidelines allow construction 7:00 a.m. to 6:00 p.m. on weekdays (7:00 p.m. during daylight saving time) and 8:00 a.m. to 5:00 p.m. on Saturdays. Construction is barred on listed holidays and limited to interior work on Sundays. The fine is $750 per work-schedule violation.16

Ask the Association whether a dumpster drop or pickup counts as construction, and where the dumpster can sit. Get both answers before delivery.
