Dumpster permits in Hanahan

Driveway: usually no permit. Public street, sidewalk or alley: written consent from city council first. State road: ask SCDOT too.

Mon-Fri 6am-5pm, Sat 7am-12pm

In Hanahan, a dumpster on your driveway usually needs no permit. On a public street, sidewalk or alley, get written consent from city council first: Hanahan City Code Sec. 26-64 makes it unlawful to interfere with the free use of any public street, sidewalk or alley without prior written consent from city council.1

The code calls it consent, not a dumpster permit. Treat a dumpster in the street as covered. No written consent, no street drop.

Street placement may need a permit. When it does, you get it. We do not apply for permits or consent on your behalf.

Skip the permit: use your driveway

Driveway placement usually needs no permit. Keep the dumpster off the street and off the sidewalk.

Two checks. If your home is in a community with an HOA or POA, read its rules before delivery. And pick a spot the truck can reach to drop and lift. The dumpster in your driveway guide covers the setup.

Not sure the pile fits in a 15-yard? Text a photo of it to (843) 284-3707.

Who signs off on a Hanahan dumpster permit

Who maintains the road decides who you ask.

  • City street, sidewalk or alley. Hanahan city council. Sec. 26-64 requires its prior written consent before anyone interferes with the free use of a public street, sidewalk or alley.1
  • State-maintained road. Ask SCDOT. Its encroachment permit is a request for permission to work in SCDOT-maintained right-of-way.2 Sec. 26-64 covers any public street, so ask the City too.1 The SCDOT state road dumpster permit page walks through the state side.
  • County-maintained road. Berkeley County Code Sec. 56-4 requires an encroachment permit from the Roads and Bridges Department before anything is installed in a county-maintained right-of-way or easement, and its list of regulated encroachments is non-exhaustive.3 Ask Roads and Bridges whether a dumpster counts, and ask the City too. The Berkeley County dumpster permit page covers the county side.

To check a road, SCDOT points people to its free Street Finder at ris.scdot.org, or to its Customer Service Center at 1-855-GO-SCDOT, Monday through Friday, 8:30am to 5:00pm.4 SCDOT secondary road numbers carry the county number, and Berkeley is 8, so a route marked S-8-xxx is a state secondary road in Berkeley County.5

How to apply

You apply, not us. Sec. 26-64 names city council as the body that consents.1 We have not verified a form, a fee or a timeline. So:

  1. Call Public Works first. (843) 529-3413, Monday to Friday, 8:30 AM to 5:00 PM.6 Ask who maintains your street, how to request council consent for a dumpster on it, what it costs, and how long it takes.
  2. Know your spot and your dates. Pick the exact spot. Know the drop day and the pickup day. Our rental runs 7 days. Extra days are $10 per day.
  3. Get it in writing. Sec. 26-64 says written consent.1 A yes over the phone is not written consent.
  4. Book the street drop after the yes. Not before.

On a state road, SCDOT strongly encourages a preliminary meeting with County or District staff before you apply online through EPPS Next.7 EPPS Classic logins do not carry over, so register a new EPPS Next account.8

What it costs

  • City consent: no verified fee. We have not verified a Hanahan fee for street consent. Ask Public Works before you commit to the street.
  • SCDOT: no fee. SCDOT charges no fee for its encroachment permit or for its online processing system.2

Our side: $499 flat for a 15-yard roll-off. That covers delivery, 7 days, up to 2 tons (4,000 lbs) of disposal, and pickup. Over 2 tons, it is $85 per ton, billed off the certified landfill scale ticket. Extra day: $10 per day. Additional haul: $300.

Rules once it is on the street

  • Consent before it lands. No interfering with the free use of a public street, sidewalk or alley without prior written consent from city council.1
  • Keep passage open. Sec. 34-35 makes it unlawful to place an obstruction on any street, sidewalk or public way that makes passage difficult, inconvenient, dangerous or impossible.9 Leave room for people and vehicles to get by.
  • Follow the consent. Keep council’s written consent on hand. If it sets conditions, follow them.

Ask Public Works how both sections apply to your spot.

State law adds one more. SC Code § 57-7-210 makes it unlawful to willfully place obstructions on any highway, defined to include the whole right-of-way including shoulders and parking areas, with a fine of up to $100 per day, up to 30 days in jail, or both.10 The statute does not mention dumpsters or permits.10

Our rules ride along. Debris no higher than the top rail. Heavy materials may require reduced fill levels. All loads are weighed at the disposal facility and billed by certified scale weight. No hazardous waste. No liquids or liquid paint. No asbestos, tires, batteries, or appliances containing refrigerants. Restricted materials need approval before delivery. The full list is in the prohibited and restricted materials policy. Prohibited material can get a load refused, and you pay cleanup and special disposal.
